David Frost, Lord Frost of Allenton, is a Conservative peer, and was formerly a diplomat and Boris Johnson's chief Brexit negotiator. He resigned from government in December 2021 over lockdown policy. He has accumulated a network of affiliations across the climate sceptic and anti-regulation right: he is a director of Net Zero Watch, a former trustee of the Global Warming Policy Foundation, a former senior fellow at Policy Exchange, a member of the Advisory Council of the Free Speech Union, and a columnist for The Telegraph. He was briefly Director General of the IEA from January to March 2026 before stepping down for personal reasons. In the House of Lords he has claimed that rising global temperatures are "likely to be beneficial" to the UK, and was subsequently appointed to the Lords select committee on environment and climate change. He was on the committee from January 2024 to January 2025. He was also reported to have been paid €43,000 by the Danube Institute, a think tank funded by Viktor Orbán's Hungarian government and described as "a hub for the global populist right", during his time as a visiting fellow.
